Revenue would fund a "Golden State Sovereign Wealth Fund" intended to guarantee jobs and benefits for workers displaced by automation, alongside infrastructure projects. The plan establishes a new AI Worker Protection Administration (AIWPA) and expands unemployment insurance, positioning the state as the first major economy to secure AI-impacted workforces.
