The report identifies three specific shifts: AI-mediated knowledge formation, personal agents executing political tasks, and human-agent interaction in public forums. It warns that agents optimizing for engagement could exacerbate polarization and that individual-scale AI interactions might generate unforeseen collective biases, creating separate private worlds rather than a shared public sphere.
